~5 weeks of coordinated engineering + customer-success work. Re-prioritised
quarterly based on customer feedback + audit-team gap findings.

## Open items — quarterly review

* Re-prioritise after each quarterly customer NPS survey.
* If churn signals appear in any vertical, that vertical's wave is bumped up.
* If any horizontal certificate fails re-attestation, the foundation work shifts to fix that dimension before any vertical wave runs.
