This document records the Osolix AI agent catalogue and governance standard.
As of 2026-09-30, the live shared registry contains **39 registered agents**.
One additional insurance optimization agent is served by its dedicated controller
and is not included in the shared-registry count. Every registered agent has the
strategy-pattern (Online + Offline) sibling per the Tier-1 AI
standardisation; every output carries the `<AiSourceBadge>` so the user
sees which engine answered.

## 3 · Governance contract

Every agent must:
1. Implement the Online + Offline strategy-pattern unless explicitly Offline-only (with reason).
2. Carry `<AiSourceBadge>` on every assistant output so users see Online / Offline / Confidence.
3. Log latency + reaction in `AiFeedbackSignal`.
4. Have a rule-based fallback that runs in <100ms when the LLM is unavailable.
5. Respect tenant `AiMode` flag (per-tenant Online / Offline preference).
6. Never embed PII in the prompt (only IDs + scrubbed summaries).

## 4 · Open items
* Move agent registry into a `AgentRegistry` DB table so System Owner can edit prompts + enable/disable per agent (currently in `DefaultAgentPrompts`).
* Add per-agent token + cost telemetry to AI Governance dashboard.
* Wire a "downgrade to Offline" emergency switch per tenant for incident response.
